The proposal, unveiled last week, aims to transform the 5-acre downtown park with new landscaping, event spaces, and underground parking—but critics argue it prioritizes commercial interests over public access.

The controversy gained national attention this week after local activists launched a #SavePershingSquare campaign, amassing over 25,000 signatures on Change.org. Architectural preservation groups have joined the opposition, citing concerns about altering the park's 1866 design by William Moore. The square was last renovated in 1994 following the Rodney King riots.

Mayor Karen Bass defended the plan during Tuesday's city council meeting, stating the upgrades would make the park "safer and more accessible." However, homeless advocates counter that the redesign includes anti-homeless architecture like sloped benches and limited shade—features they say target vulnerable populations. Police reported 347 emergency calls at the park in 2025.

Business leaders support the project, with the Downtown LA Partnership noting the park's current 12% daily visitor rate compared to 40% at nearby Grand Park. Construction could begin as early as fall 2026 if approved. The city council will vote on final approval May 7 after public comment periods conclude this month.

Tour operators have already begun altering downtown routes as uncertainty looms. "This is where LA's history happened—from civil rights rallies to COVID memorials," said tour guide Maria Hernandez. "You can't just pave over collective memory." The debate reflects growing tensions over urban green spaces as cities balance revitalization with preservation.
